Ministry of Commerce: The export applications of graphite companies that comply with temporary export control measures have been approved
At the regular press conference of the Ministry of Commerce held on the 14th, the spokesperson stated that since the optimization and adjustment of the temporary export control measures for graphite items were officially implemented on December 1, the Ministry of Commerce has successively received export applications from relevant enterprises. After review in accordance with laws and regulations, a number of applications that comply with regulations have been approved. The Ministry of Commerce will continue to review enterprise licensing applications and make decisions in accordance with laws and regulations.
Shu Jueting, spokesperson of the Ministry of Commerce, said at a regular press conference of the Ministry of Commerce on the 30th that recently, in accordance with the provisions of the Export Control Law of the People's Republic of China, the Chinese government has extensively solicited opinions from relevant enterprises and industries to regulate graphite items. The temporary control measures have been comprehensively evaluated, and decisions have been made to optimize and adjust the import and export, which reflects the control concept of coordinated development and safety. It is not targeted at any specific country or region. If the export complies with relevant regulations, it will be licensed. The graphite export control policy will be officially implemented on December 1, and no applications have been received from companies yet.
Shu Jueting introduced that it is a common international practice to implement export controls on specific graphite items. In order to fulfill its international non-proliferation obligations and safeguard national security and interests, China has implemented temporary export controls on graphite-related products since 2006, including related graphite products used as battery anode materials. In order to better coordinate development and safety, the Chinese government has recently optimized and adjusted the temporary export control measures in accordance with the law, with some adjustments and improvements, including the cancellation of temporary controls on some low-sensitive graphite items. During the policy formulation process, the opinions of relevant industries and enterprises were widely listened to. China will always be committed to maintaining the security and stability of global industrial and supply chains.
Regarding the export control issue of gallium and germanium, Shu Jueting said that since the implementation of the control policy on August 1 this year, the Ministry of Commerce has successively received license applications from enterprises to export gallium and germanium-related items. After review in accordance with laws and regulations, some export applications that meet the regulations have been approved, and the relevant enterprises have obtained export licenses for dual-use items. The Ministry of Commerce will continue to review other license applications in accordance with the law and make decisions on whether to grant licenses.
